This is not limited to Arabic. The Houston Independent School District has language programs like the one mentioned in this article for Spanish, Vietnamese, Chinese (Mandarin), Urdu (Hindi) and Nepali. Schools in the district also teaches courses on many other languages including French, German, Hebrew, Italian, Japanese, Latin, and Russian.
I can't imagine any legitimate reason to object to an optional program that teaches the world's fifth most spoken language.
