The Garabandal apparition was actually endorsed by the late Fr. Malachi Martin (who read the Third Secret of Fatima) and by Padre Pio of Pietrelcina. It was never endorsed by the Church though its event was superceded by Akita which was approved by the Bishop of Akita (a true bishop consecrated in the True Rite) and finally approved by the Holy Office in the 1980s.
The Holy Office was changed to the Sacred Congregation for the Doctrine of the Faith on December 7, 1965, at the end of the Second Vatican Council.
In 1988, with the promulgation of JP2's Apostolic Constitution on the Roman Curia called Pastor Bonus, "Sacred" was dropped from the names of Curial Congregations, and the congregation adopted its current name, the Congregation for the Doctrine of the Faith.
