This is pretty scary.  There's an obvious agenda to restrict the number of children a couple can have, probably for one because it's easier to control small units than large cohesive families.

And hand-in-hand is a plan to punish a couple for trying to have a family by attaching fines.  Fines, where nothing is given in return, such as an education (if we even wanted their educational system).  This is a penalty attached to each child.

These people should be deported and made to live amongst only themselves.
