Which is irrelevant, anyway. It's not just excommunicates who are barred from receiving Holy Communion, but all public sinners. And using one's public authority to give abortion the right of law is formal cooperation in the sin of abortion and a mortal sin against morality and against the duties of their office, and since the act is public, it follows that any politician who does this must be denied the sacraments according to Canon Law.
