He should have addressed his target as American Blacks.
Haitians are black people, yet their recent immigration to the U.S. have been a great success story. How can that be? Moreover, the Haitians are not only black, they were dirt poor, and had to learn English. So, how is it possible that the Haitians accomplished what they did in a period of just a few years, whereas American Blacks have not in 100 years? It certainly is not because of the color of their skin. Maybe it is because the Haitians are Catholic? I think that is one big reason. The other is that in Haiti, if you do not get off your butt, you starve. Those Haitian immigrants came here and went to work, went to school, helped each other.
Next time American Black person complains that they are being held back because the color of their skin, ask them: "What about the Haitians"? That question was asked in a 60 minutes segment I saw like 30 years ago, and the black leader who was asked nearly swallowed his tongue.
