I don't know.  I think that the notion of "worldwide reparation" refers to the Pope together with all the bishops of the world offering the consecration as the act of reparation.

Nevertheless, it is very clear that Bergoglio is not doing this as an act of reparation for blasphemies against the Immaculate Heart of Mary (which was the intent of the consecration) ... including his own outrageous blasphemies ... but rather for the humanitarian/political purposes of stopping the Russian attack on Ukraine.

[PS:  Verrechio says that it's in reparation for Russia's sins against God.  That's incorrect.  It's in reparation for the world's blasphemies against Our Blessed Mother.  Russia is merely God's instrument for chastising the world over it.]

"Too late" merely means that the original consequences of not consecrating Russia to the Immaculate Heart have already occurred, and, indeed, all of the consequences predicted have already occurred.
"Many nations will be annihilated" has not happened yet.

Of course it has happened.  Many nations were incorporated into the Soviet Union, and when the emerged after the collapse of the Soviet Union, the only thing that is the same is the name--the countries, as they existed, have been annihilated.
