There are tons of heels that are dainty and totally acceptable to be worn with traditional garb.
Below is the result of a five minute search.  I'm sure there are many more sources.

I do support heels because when wearing them a woman's posture changes to a more feminine stance, probably because she is then taking smaller steps...and if a woman will be honest, she feels more feminine wearing heels.
The problem is people associating them with hooker heels!
Here is a picture of Sister Camille, of the School Sisters of Notre Dame who all wore heels through to Vat II.  And below that Sisters of St. Joseph who also wore heels.

Because there is an obvious difference made between a simple heel of short length and one which is clearly vain and awkward.
