Hi, Christmas Eve falls on a Friday this year

Are we expected to abstain from meat on Christmas Eve?

So far as I am aware, yes.  Christmas Eve is a vigil anyway.

If Christmas Day fell on a Friday, on the other hand, no, we would not be expected to abstain, in fact, willingly abstaining for the purpose of doing penance could be seen as denigrating the feast of Christmas itself. 

St Francis spoke of not only eating meat, but "smearing the walls with meat" on a Friday Christmas.  (One hopes he was just speaking figuratively in jest, to make the point that not only should we not do penance on that day, but that we should be whimsically joyful about not doing it.)

It would probably not be obligatory now, but yes.

In the Roman rite, additionally, Christmas Eve was a fast day whatever day of the week it fell on. One can observe that fast on either Dec 23rd or 24th (per John XXIII, for those who recognize him as pope).

Eastern Churches also have a Nativity fast.
