Maybe now, maybe. Imagine a time before modern technology. If you were a trying Catholic in Weimar, Germany in the 1930s and was slain before ever receiving a proper baptism. Is it safe to assume that man is in hell? I think the opposite. It is the rarer observation. We are saved by grace, we accept our grace through faith, hope, and charitable works. We are not robots, there is not a "heaven: on" switch that's flipped once we receive the sacrament of baptism. The few novus ordo gents, who are working class males and don't have time to study, never think to study because of propagation. Perhaps he doesn't have internet at his house. Is he going to hell over doubtful sacraments? If he drank the kool aid and ate bread that resembles the body of Christ, and he knows no different, is he going to hell if he dies before salvation? We'd like to think, because the NO is despicable, but in the case of this rare man in a million I don't think he is going to hell; nor did the NO sacraments save him.

Why should it be different if a Traditional Catholic got hit by a bus, who is incredibly pious, hopeful, charitable and did not receive the sacrament of baptism, not for neglecting it's validity?

For the Martyrs, I see no reason why spilling your blood and honoring your life to the Son of God while you do it would not be valid regardless of previous baptism status. BOB takes place above traditional baptism, as you know. This is ridiculous to think otherwise. There is not much I disagree with Williamson on, mostly his scorn of rock music when it has not been the problem for almost 40 years. Other than that, he is correct again. Simply because he is very learned about the church.
