    From the Oxford Dictionary:

    Quote
    would

    modal verb

    2 (expressing the conditional mood) indicating the consequence of an imagined event or situation

    3 expressing a desire or inclination

    5 expressing a conjecture, opinion, or hope

    7 [with clause] literary expressing a wish or regret:

    would that he had lived to finish it


    Note particularly number 7. Hope that helps. Consider the epigraph, too. And the context: the poems talks about St. Edmund's words being muzzled by the thugs, though he longed for a fair hearing  - and he is muzzled no longer.

    And poems build on themselves for meaning, and to that extent are somewhat self-referential. The thugs - "they would not let [him] speak." Now here's where the negation is removed.
