Anyone who isn't a fαɢɢօt/fαɢɢօt supporter. That criteria, alone, would probably eliminate around 70% of modernists.

If you wanna make some progress with ending the Crisis, then have them be chosen by the Pope to lead a diocese. That being said, any of the holy traditional priests whose sermons were posted on AudioSancto or RomansTenSeventeen. They clearly have a God-given aptitude to lead souls.
