During the 2008 campaign, Obama did let it slip in one speech that he wanted a civililam armed force with funding to match the Dept of Defense - it was never mentioned again and this purchase is odd but it's not DoD level.

The U.S. is in trouble - I'd like to think it's going to collapse on it's own dead weight and, no doubt, that eventually will happen but I fear that massive bƖσσdshɛd is on the horizon.
