There wasn't one. There is simply a precept to support the Church. How much you give, no one can make that decision for you. I am in the curious position of being retired, yet Social Security won't kick in for two more years, so I live on a small pension, 401(k) distributions, the fruits of a lifetime of frugality (no house payment, no car payment, no big-ticket items), and to a very small extent, what I can sell on eBay and elsewhere. So I don't give much. I don't have it to give.
People of outrageously large means, can afford to give the Biblical ten percent, and even more beyond that. But even then, the Church doesn't mandate a set amount or percentage. It's up to everyone's individual judgment.
