I can understand that concept well enough. I guess I did not word my question as well as I wanted to. I could branch this off into a much wider topic, but I will try my best.
Besides episodes of temptation and as a warning, why are demons and damned souls permitted to leave hell, when it is a perpetual judgement upon them to stay there? Also, why is it that we hear that hell is created for the judgement of the fallen angels, but they are doing the torturing? I do not recall any account (whether it be divine revelation, etc.) mentioning, besides the fact that it was created for demons, that demons are actually tormented in hell. Is their torment not based on torture, but rather the thought that they are forever separated from the goodness of God? What would give the demons precedence over the damned souls to torture? Thirdly, do demons and damned souls "bi-locate" up to earth, still being tortured in hell but tempting and warning on earth?
