Could someone please explain about the thumbs up/down on posts and replies... who can use it? how is it enabled? I thought you were supposed on the thumb but that hasn't worked for me. Is there is a certain ratio you must have? A certain number of posts? Thank you and God bless you. I can't find the answer anywhere else.

It should be disabled altogether.
