"Jurisdiction" is an ecclesiastical legal term. It doesn't mean ordained or certified. It normally applies to ministering within a particular diocese or within a particular order or foundation under a specific bishop or superior. A "teacher" doesn't have "jurisdiction." Perhaps you refer to the novus ordo job of "catechist." He (or she) usually teaches religion in a parish or parochial school. Normally, priests only are granted "jurisdiction." If you don't like Gerry Mattatics, okay. Don't listen to him. Everyone must use his brain when it comes to such "teachers."
