Modesty is very difficult to maintain however. Most swimsuits off the shelf are not modest. And the modern American culture is far from modest. For example, most Americans believe it's OK for men to swim without a shirt on. But for that matter, most Americans think it's OK for even 5 year old girls to wear 2-piece bikinis. Not OK.

So if people swam in such a way as not to wear "less clothing", then it would not be an occasion of sin.
