Modesty is very difficult to maintain however. 

Most swimsuits off the shelf are not modest. And the modern American culture is far from modest. For example, most Americans believe it's OK for men to swim without a shirt on. But for that matter, most Americans think it's OK for even 5 year old girls to wear 2-piece bikinis. Not OK.

Absolutely there is no sin in swimming but both sexes need to remain modest and avoid any unnecessary physical contact.  
And it completely unacceptable to dress girls of any age in what amounts to patterned underwear.
