They are human.  But unfortunately, most of them don't behave to a basic level of civilized society becoming humans.  The Jєω, by design, is a danger to the Faith.  The overwhelming majority of blacks, through their ignorance, spontaneous poor decisions, and inclination toward violence and all manner of base conduct, are also a danger to the Faith.  The Jєω has so successfully convinced civilized society that blacks are their equals, that whites now follow their base examples of conduct because they appear "cool" & "carefree," and are acceptable.
