You are not making the distinction between grave immodesty and an occasion of sin.
Being an occasion of sin to others, or frequenting the occasions of sin, is itself a sin, unless the occasion is remote and there is some necessity. One who is properly catechized will know this.

Further, Cardinal Maffi in a pastoral letter views sleeves above the elbow as serious enough to refuse the sacraments of Penance and of Holy Communion to women who wear them. He was writing his letter in obedience to what Pope Pius XI was teaching concerning modesty. Cardinal Maffi writes that it is sufficiently modest for young girls to wear skirts past the knees, but that it is not sufficient for adult women; that their skirts ought to reach to the ankle. This makes sense because the original Mary-like standards for modesty in dress were for school-girls.
We can also see in this article that Pope Pius XI refused audiences with women not dressed in long sleeves and ankle length skirts/dresses, even though the women literally shed tears, begging to see him:
