Title: Poorly trained Priests and Bishops Question

I keep hearing of Thuc line bishops who ordain and even consecrate random people woefully unprepared to be priests and bishops, but they are never named. To which clergymen do people refer to when they say this? I feel people should know if they want to avoid such clerics.
