Young Mr. Croisette was "ordained" by Pfeiffer (who may not be a Bishop). He said his first Mass (secretly) on a Saturday and now, with the intervention of Michael Weist (who may or may not be a priest) he was invited to say the 7 p.m. mass on Tuesday.

Msgr. Perez will no longer allow young Mr. Daniel Croisette, who was "ordained" by Pfeiffer (who may not be a Bishop), to say "mass" at his chapels/congregations.

There were some instances where priests were allowed ordain priests or deacons, basically abbots of a priestly rank in orders like the Cistercians, with Papal authorisation (mostly it was to allow Cistercian abbots who had charge of isolated houses or granges to ordain deacons, while the ordination of priests by these junior abbots was withdrawn after some years). This doesn't really apply to Fr Pfeiffer.

What do you mean, "maybe he didn't know the arrangements'?   Isn't that his job?!  He has a history of allowing questionable priests to say Mass there, sad to say.
