It just says that he's staying with them ... capacity unknown.  He wasn't the priest offering the Mass there.  He was referred to as a Monsignor, but I can't find him on catholic-hierarchy.org as a bishop.  Dare we ask if he's been conditionally ordained?  Since this is in Florida, I wouldn't be surprised if he was hearing confessions for the Spanish-speaking parishioners.

Looks like the same person as the toilet cleaner pic.
Can’t tell if he’s a bishop or Monsignor though.
What does Fr. Duverger have to say about the activities of this Monsignor?

Why is he there?

I don’t read Spanish, so someone correct me if I am wrong, but this website seems to store his “homilies,” and it seems like he is the pastor of this chapel (a domestic prelate/Monsignor, not a bishop).

He is just a Novus Ordo priest, he is not  a bishop.

Just listened to it for 20 seconds, and he is sending the video to some politician X in Venezuela saying that he is cleaning a  toilet in Orlando Florida, and leaving it so clean that you could drink water out of it, unlike the toilet of X which no man will clean except his mother,  you son of a whore, the vagina of his mother, and some other insults. Very pedestrian personality, this is typical of uncultured Novus Ordo's, they speak to appeal to the lower classes.

What’s this crackpot doing in an sspx chapel?
I suppose if you are going in with Rome, sooner or later you need to show you can play nice with a more typical conciliar priest than the few conservative poster boys the sspx has been showcasing.
And on the bright side, the Florida priory will have very clean toilets!
Sheesh, I would LOVE to hear the story of how this whacko ended up in the priory!

Notice how they stuck him in the most liberal SSPX chapel (with the possible way exception of St Mary’s) in the country: Home of Fr. Vernoy (“It’s a mortal sin to refuse a deal with the pope”) and the flapping band leader.

But hey, he’s “canonically regular.”

Wait a minute: Maybe he can do the SSPX’s marriages while he is in town?

Or, given the content of his YouTube video, give wonderful spiritual retreats (maybe to the SSPX sisters or other women and children?).

I would not call him a whacko, just a confused uncultured man. His foul language has not place in any intelligent discourse. I personally have serious doubts about the validity of new sacraments ordained Novus Ordo priests, so, I refrain from calling him a priest.

To answer your question:

It is very simple how he ended up in the priory, they'll take anyone and everyone, they've had lay people living there before. This is how it happened, a brand new typical know nothing Novus Ordo parishioner from Venezuela (who supposedly had been in a Novus Ordo seminary for a while, who from the first day stood in the front row and answered everything out loud with the altar servers) brought this priest from Venezuela.  I think the priest and the Venezuelan  Novus Ordo parishioner are related, as they are built alike,  but I could be wrong on that. It is that simple. 
It is surprising that he does not go live with the Novus Ordo church, where he could be setup as a pastor of some Spanish speaking mass ( I do not think he speaks a word of English),  or that he does not live in Weston or Miami where there is a large Venezuelan population with money to welcome him. 

Anyhow, it is charitable to receive the poor guy, and help him get on his feet here, if that is all it is about.  The home was donated by the parishioners so it does not belong to them anymore. It is the prior's home, so he can do whatever he wants there.

No normal person would do such a thing. He likely was the king of his Novus Ordo church, ("In the house of a blind man the one eyed man is a king") and he thinks he also knows more than all the people in the Sanford Chapel. Likely the liberal prior encouraged him to get up there, so the pastor could sneak in a type of Dialogue Mass. He gets a missal reads the responses and does the postures he was told to do. If it was a normal American prior, that person would not be up there, he'd be in the back keeping quiet.
