So if man does exercise like lifting weights or cardio like jogging lr cycling should he be wearing pants? Sounds very 'hot'.

Does this mean the ladies need to have fabric on the elbow joint/pit or just before the joint?

I don't think it needs to be scrutinized that much.."to" can mean covering to where the elbow begins, so not necessarily covering it
