I think it is a valid criticism. If the way she dresses is a public sin, while I guess we cannot say she is not a Catholic based on that alone, we can say that if she is a Catholic she is a bad one and a public sinner.

Although personally I wouldn't condemn her too loudly simply because she is just dressing like over 99 percent of the women in the west because the sin of dressing immodestly is universal among non-muslim women.
