I was hoping this name means something to anyone. Presently, I have found no information on him, or that he even exists.
He was referenced to me by a friend of a friend. I don't really have anything to go on. Don't have an age, lineage, nada.
It's a sensitive situation and I'm more of an interested spectator, and I've more or less come to my wit's end researching him.

Manuel Duran Moreno (November 27, 1930 - November 17, 2006) was an American bishop of the Roman Catholic Church. He was the sixth Bishop of Tucson.

He was head of AIDS Task Force, in AZ. I read and had the docuмents. I gave them to lawyer, Shelia Parkhill, who I believe is in Nevada?, Utah? She was of the New Order and whether she is or not now, I do not know. This was in the 90's.

The dioceses of Tucson was bankrupt. I know that www.traditio.com would have it in archives. I don't know the reasons for the bankruptcy. Like some bankruptcy, it could be for the sex crimes. Go to www.traditio.com and see what they may have.

The implication is that he has some stake in traditional Catholicism. What, I do not know.

If his name does not appear anywhere it seems reasonable to infer that he does not exist. A bishop is a public person, even the many garage sede pseudo-bishops have a blog-diocese or one diocesan who happens to have a blog on the garage cathedral

That's certainly a temptation, and it may even end up being correct.
But the one thing I've been continually surprised at in my adventures in traddieland, is the information that isn't available online in any real properly organized nor massively accessible fashion.

I suggest that if your friend has referenced him, your friend is responsible for providing this information. If he referenced someone he has no knowledge of, then the reference is meaningless.
