I remember reading this article when it first came out.  This is what broke the news on the "Papal Diarchy" and got everyone talking about it.   Father Gruner made a video about it a few weeks later with John Vennari.  I don't think Siscoe "forgot" the PU&A when he wrote it.  He probably hadn't looked into it or considered it yet.
