This is a situation I have wondered about also.  If water baptism has to happen, and these souls can't ask for it (The mentally young who have been born into not Catholic families also fall into this category), then for what purpose would God send them away from Him? 

I know nobody is owed Heaven, but a severely mentally disabled person, who is born into a non Catholic family will never figure it out on their own.
And also, what about for the ones baptised but not in Catholic church? They're still alive, but is it already too late for them, since they can't ask for conversion anymore?

I don't know if you mentioned:  Perfect Contrition.  You may say it, and they may not seem aware to us, but they may.

Good point!
I read also that they technically don't sin anymore because they don't have the faculty for it. But since they're NO the biggest problem is their confession before would be doubtful :facepalm:
