Remember that it is the Man and woman who are the sacrament, when they make vows. The priest/bishop whoever, is a witness.

Yes, he does, I have attended a wedding Mass celebrated by Bishop Zendejas. Attend on the SAJM Masses and after Mass ask the Bishop you want to schedule a meeting, if Fr. Blanchet is there, then tell Father you intention and go from there.
