  • I do not know.  An article I just read ( http://www.dailyherald.com/article/20101119/news/711209899/?interstitial=1 ) said he was ordained in India and came to the US (St Pius V Shrine) to offer traditional sacraments, at the protest of the local ordinary.  You may consider contacting someone at the Shrine to see if they can help answer your question, here is their website: http://www.stpiusvshrine.org/statement.htm

     Ordained in India on 20.4.69 By Archbishop Raul Gonsalves (who was consecrated Bishop in 1967). The date of ordination is remarkable - when the New Rite had to come in force.

  • With Indian ordinations, you have to check up on them if they are close to the date when the new rite was implemented. I have heard that in some cases, in India, even after it was implemented, it still wasn't always used. Be sure to check ordination date and RITE. If you don't get a direct, up-front answer that satisfies your question, stay away.

  • Might have been conditionally re-ordained by someone, too, if he's intent on offering the Mass the old way.
