  • At work at a construction site, I found $100 cash laying around. I picked it up, is it a sin to keep it?

  • You need to make a reasonable effort to find its owner.  Put out a notice that some money was found and have the person tell you how much, including the bills it was made of (5 20s?).  After the person comes forward, I would wait another week or so in case someone else comes forward and the person just had a lucky guess on the amount, but that's a judgment call.

  • From the Roman Catechism:

If you have found, and not restored, says St. Augustine, you have stolen. If the true owner cannot, however, be discovered, whatever is found should go to the poor. If the finder refuse to make restitution, he gives evident proof that, were it in his power, he would make no scruple of stealing all that he could lay his hands on.

  • that happened to me.  A $100. bill.  I asked the people in charge of the event if there were anyone in loss of money.  None.  The event was just for that day.  So, it was mine when I left.  No one came forward.
