A priest still needs a superior.
I would ask where they get their oils.
Fr. Perez has no superior. Thus he had himself made a Monsignor, and when he later learned the shady background of the person and the illegitimacy of his monsignorship, he failed to either: announce from the pulpit that he had been deceived or stop wearing the red. Almost everyone in the chapel knows about this.

Canon law says he's supposed to toss the old and get new oils every year
I did not know this.  Knowing what I know about him, I would say that he used (rightly or wrongly) a form of epikeia to justify using them beyond one year.  He went independent and no one has heard from him for years.

If Fr. Perez made himself a monsignor, how then could there be a person who made Fr. Perez a monsignor who had a shady background and was illegitimate?
