That's not how search engines work. There are hundreds of metrics that go into ranking websites in the search engines; much of that is still "on-page" content: keywords used, titles, headings, etc. Yes, there are some external signals as well such as inbound links -- that is where popularity comes in. But Flat Earth forums and fans can link to the stuff they like too.
When you search for "clinton ѕυιcιdєs" the first 10 results shouldn't be "Hillary For President!" websites. Not saying that is literally true, just making up an example based on REAL past experience. Google CAN and DOES tweak the search results -- injecting their own editorial opinion, as it were, overriding what the normal algorithms would deliver.
As I said above, I've actually seen proof of this. Other search engines DO exist. I've seen side-by-side comparisons of various controversial search terms -- the verdict is in, Google IS cooking the results.
Google got to where they are today because they managed to deliver the most relevant content for a given search term. They used to give the best search results. Those were the good old days. I was on the Net in the mid-90's, even before Google came out. My first forays onto "the World Wide Web" came through Prodigy or AOL.
