He is my friend because I met him at Church. I hope he is not unwell in the mind, but just believes strange things. Lots of trads believed in Q Anon, and there are people who think the world is ruled by lizard people.

No. Anyone who would believe even a tiny fraction of what it says in your post is stark, raving mad.

I wouldn't dismiss any possibility per se as out of hand "stark, raving mad" ... since that is precisely the tactic used by the government to shut down the spread of knowledge regarding any of their nefarious activities.  I don't immediately dismiss anything as a result because they can play us that way.  Now, of course, I don't believe everything either, but I will investigate the claims.  Is there any evidence whatsoever for this?  If this is based on no credible evidence, then, yes, this guy is stark, raving mad.

And why the need to keep mentioning that he's a "sedevacantist"?  Are you trying to smear the "sedevacantists" as kooks and sell the notion that sedevacantism is as insane as some of these other propositions made by this guy ... due to association.  That's actually another tactic of the government.  You put disinfo agents out there to pretend to be exposers of conspiracy and then make them say all kinds of insane things to discredit the true information.

I will take a risk because I don't remember if that thread was anonymous. I wanted to stay anonymous so others who know both of us wouldn't know who I was talking about. But, yes it is the same "sedevacantist friend" who claimed sodomy was unforgivable. he also thinks we have to follow the Old Testament dietary laws. Like he was telling me "we" don't eat lobsters or shellfish or pork. Similarly I have a non-sedevacantist friend who at least for a while thought that the Sabbath being Saturday was the day we should worship God and not Sunday as the Church didn't have the authority to change the holy day. I am not trying to smear sedevacantists, I just call him that to distinguish him from my other friends. He is my best friend. And everything I said about him is true. I also have other sedevacntist acquaintences, but they are not as close as this friend.
