a stampede happened in israel this week with over 40 dead. (https://www.usatoday.com/story/news/world/2021/04/30/israel-stampede-lag-baomer-dozens-dead-mount-meron/7408559002/) none of them were catholic obviously; they were at a religious festival for an orthodox Jєωιѕн figure. are we allowed to say rip when we see things like this on the news? thank you

I think it depends. Your average person, you wish the best for them -- whether a last minute (known only to God) conversion, and at least squeaking into Purgatory.
For most individuals, those who you wouldn't be *happy* to see gone, I would say this applies. You know, those for whom it *wouldn't* be scandalous to have a public Mass said for them. This applies to almost everyone.
But for a notorious sinner or villain, those who have sold their souls to the devil, individuals like "Notorious R.B.G", вιℓℓ gαтeѕ, Klaus Schwab, etc. -- I don't think I'd be saying that. Unless I had some sign he had converted. I just leave such individuals to God. Basically, it's a case of "May God's will be done unto them -- whatever that might be."
Meanwhile, I would focus on the benefits for the world and for the Mystical Body of Christ due exclusively to their passing. Focusing on these *goods*, rather than the person burning in Hell, is not against charity at all.

No. We’ve already had an extensive thread on this subject. As per the Holy Office under St. Pius X, Catholics when asked whether an infidel could have been saved must answer no, that they were lost. There’s no room for maybes in that answer. Jєωs are infidels so this response applies. Sayin RIP implies a possibility of salvation for them.

Saying "May God have mercy on their souls" doesn't presume that they had any chance of being saved. It's merely an expression of pity and for God to offer as lenient a judgement as His justice allows. RIP may imply a belief that this person actually has a decent chance of escaping Hell, so I can see the objections to that. But the former is hardly wrong. We ought to pray for our enemies, after all.
