Isn't that how it's always been in the Catholic Church? A person who presents themselves for communion is presumed to be Catholic. Of course, rules for this change with certain types of trad chapels, where paranoia seems to be the rule.

Obviously what's under discussion is whether they welcome them without conditional ordination.

After the infamous incident of "Father" Stark, which led to the SSPX throwing "The Nine" under the bus, as +Lefebvre gave up on Wojtyla and Assisi drew near, the SSPX administered conditional Ordination as a matter of routine.

So it's gone back and forth ... and I think you completely misunderstand the question.
