Title: All Saints Day - meat or no meat?

Some missals say that all 1st Class feast days outside Lent call for no abstinence. Various traditional calendars seem to disagree.

One may eat meat on a Friday only if a Holy Day of Obligation that is observed in one's own country as a Holy Day of Obligation falls on a Friday. One must still abstain on higher feast days if that feast is not a Holy Day of Obligation is your country.
