Well, his baptismal name was Giuseppe, which is the Italian form of Joseph, which is ultiamtely a Hebrew name, so obviously he was a crypto Jew.

I have read the account that Theodore Herzl met with St. Pius X and asked for his blessing for a homeland for the Jєωιѕн people.  The pope's response was that since the Jews rejected the Messiah he in turn wouldn't recognize a homeland for them.  Also at the time of this meeting the state of Israel didn't exist yet.  Wasn't Herzel and his co-religionists considering establishing a Jєωιѕн homeland in Uruguay in the beginning?
