Is that real estate owned by REO Speedwagon? Never heard the acronym REO in any other context.

I believe it stands for "Real Estate Owned", referring to properties that do not sell after foreclosure, so the bank retains ownership, and has to maintain it to some extent to maintain its value.

This is correct.  Many of these properties have fallen into blight and not only are they unattractive but some of them are unsafe.  He seems to be learning a lot and enjoying the freedom.
