Pope Innocence, I've been researching and nowhere on the Internet does it say that you can eat meat during the Forty Hours Devotion.
On the contrary, the Forty Hours Devotion is often associated with Lent and Advent and part of it is often a FAST.
A bishop or priest can give a dispensation from the Friday rule -- I'm not sure when that began, or for what reasons such dispensations were usually granted ( I assume sickness ) -- but you must admit it feels highly inappropriate to grant such a dispensation during a time of devotion to the Eucharist typically associated with fasting! People would have even more reason to be abstinent during a Forty Hours Devotion if it's on a Friday. If it were ever possible to be "doubly abstinent," a day like that would be it.
It is very strange and that is what Gladius has pointed out here, maybe in an incautious way. That the place is strange and erratic. There is no way anyone, not even a Pope, would get me to eat meat during such a time. It offends my Catholic sense even to read about it.
What is even more "erratic" from a theological standpoint -- the only one that I really care about -- is that Father Cekada rejects the 1955 Missal of Pius XII yet fervently defends Pius XII's attempt to make NFP dogma. You see, liberal traps are being set for the unwary EVERYWHERE.
I don't agree with gladius' methods but I agree with his plaint: "What is wrong with these shepherds?"

There is a Dispense, and can rightfully be one by the Priest or Bishop.
Our Feast is to be celebrated.
This is also done on St Patricks Day if on a Friday so that Irish Catholics can eat their Corn Beef.
This is not a divine article of Faith, its a Dispense and does not contradict any tradition or Church Law.
You people are too busy criticizng, critiquing, fighting over tiniest of details and being uncharitbable.
