Yes, but life has a way of being dirty, noisy, etc. It is just part of the deal. God, who made all of us, babies included, knows this. IMO, the greater problem is the swift exodus of people right after Mass is over, and the chatter that inevitably fills the church while some are trying to make an adequate thanksgiving. Oddly enough, the two traddie schools where I have taught make the children exit the church immediately after Mass - no thanksgiving whatsoever. What does this teach the children?

children under 7 have no obligation to go to the Mass.
If their parents can call a baby sitter when they want to go to a party, feast or cinema etc. why can't they do this on sundays?
They want to make their babies saints at the expense of the others!

No, I wouldn't call it a "right". Besides, in better times, even if people couldn't hear Sunday Mass in peace, they would have been able to go to weekday Masses. Parents could trust schools, and not therefore have to homeschool, so even parents could get a peaceful Mass on occasion, during the week!
