Yeah, this just further demonstrates that New Catholic(NC) is really a Neo-Catholic who is trying to pass himself off as a Traditional Catholic.
I'm also fairly certain that the passage from St. Ambrose has more to do with relations between Church and State than between laymen and bishops.

These men make me sick with anger.
