I take it, by the 'accents' this is done in Ireland.  Here in the States, they used to call that a "Denver Boot", put on for illegal parking, but no where near the aggravation this guy in the video has to put up with.  What is the reasoning behind the 'clamp'?  Is it just a harassment tax they are trying to collect?  God forbid, but the 'horizon' is looking dark.  Well, nations get 'paid back' for sins against Our good God- example is stuff like this and Obama for US.  The good will have to suffer along with the wicked.
