I don't think sedevacantists are obsessed with the Papacy. If they were, then sedevacantist bishops from around the world would certainly gather together in an ecumenical council to elect a Pope (the job of electing a Pope falls on the College of Bishops if the College of Cardinals can't do it -- which, to the sedevacantist, would certainly be the case).

Actually, Bishop Fellay is going in the right direction for those who believe Benedict is the pope.

They are the RECOGNIZE  faction, who now believes there is no longer any need to RESIST.
The Resist faction, led by the other three Bishops will finally wake up to the fact  that resistence has to be carried to its fullest measure, by separation from  the Vatican 11 church.

Simple really. If the Society believes the Church has a pope, then they need to be in communion with him. They can retain their reservations on certain matters.

Those who refuse to obey their Superior General if he achieves regularization are simply sedes who are scared to admit it.
