I am trying to get a homeless guy a cellphone so as to get him hooked up with SS benefits. I can't loan him mine as I have never owned one. Is there a type of phone that can be leased or something w/o a contract? Possibly a prepay for 200 minutes or so.

Does anyone know if there is such a thing?

Yes. They are called Prepaid Cellphones. You can get one at Target for $40.
