But I haven't been enrolled.
I took it to the parish priest with the paper that came with it and asked to be enrolled.
He said "What do you mean by 'enrolled?' I think you mean that you want it [the scapular] blessed."
So he blessed the scapular and went on his way.
Now I have a blessed scapular that I can't wear yet.

It sounds like a Novus Ordo "priest". I would say that he wasn't a valid priest, therefore your scapular hasn't even been blessed. What valid Priest, wouldn't know about enrolling someone in the Brown Scapular?
